First of all, you cannot fill up all lanes. Even if you can, its is not going to work well as each lane is with not many heroes and you need to cast morale skills all over the places. Instead you can choose to fill up 2 to 3 lanes and use all your morale skills to keep those lanes alive. For the remaining lanes, put someone that can survive alone (like 3* Infantry with reasonable skill level, 3* Paviser with skill damage reduction etc).
A "standard" way to fill a lane is like this:
A tank in front, followed by a DPS (ranged or melee). Third one can be caster (like 3* archer) or hero with utility. Last one can be cavalry or caster (such as MA).
And if I were using 3* only with 13 heroes.
3* Infantry can act like Reinhard to absorb tones of damage and healer will protect the 3* Infantry
The most important rule for rally is a well-balanced team. The team above might not work in every battle and you can try different strategies.
